I am not seeing new puzzles daily. Each day the date changes but the puzzle is still the same. Is this some warped version of "Groundhog Day"?

It is always showing the puzzle number 632 for Friday March 21, 2008.

Ruud has evidently disappeared from Sudoku/Hanidoku-land. There is an extensive discussion on his sudocue-dot-net forums (which are currently down with a database error), and a user there even called his home and spoke with his wife. Ruud is alive and well, but has moved on to another interest. Not sure why he disappeared without warning or explanation, but hopefully he'll be back one of these days. There are still Sudoku puzzles remainng in his Daily Lites, X-Files, and Jigsaw series, but like the Hanidoku, the others have run out.
I'm sorry--I wish I had better news. In the mean time, if there's anything you want to save from these forums, or to download puzzles from the archives, it would be best to do it now, because there's no telling how long this site/forum will be available.
